A British plan to blast a path through more than two miles of ice to reach an Antarctic lake has been suspended because of technical problems. From the article: “In a move that clears the way for U.S. and Russian teams to take the lead, Professor Martin Siegert said technical problems and a lack of fuel had forced the closure on Christmas Day of the 7-million-pound ($11 million) project, which was looking for life forms and climate change clues in the lake-bed sediment. ‘This is of course, hugely frustrating for us, but we have learned a lot this year,’ said Siegert of the University of Bristol, principal investigator for the mission, which was headed by the British Antarctic Survey (BAS). ‘By the end, the equipment was working well, and much of it has now been fully field-tested,’ he said on the BAS website.”

dstates writes “The FCC is considering one of the biggest regulatory changes in decades: allowing a newly available chunk of wireless spectrum to be leased by different users at different times and places, rather than being auctioned off to one high bidder. The plan is to open a new WiFi with spectrum in the 3.550 to 3.650 gigahertz band now used by radar systems. Under the proposed rule to be voted on Wednesday, users could reserve pieces of that spectrum in different regions and at different time managed by a central database. Spectrum sharing is a dramatic change with a potential to make bandwidth accessible to many users. The plan has met with mixed reviews from the cellular carriers.”

From the article: ‘Later this month, Redbox will offer an unlimited streaming-video plan that includes movies from Warner Bros. and pay TV channel Epix, along with four nights of physical DVD rentals, for $8 a month, or $9 a month if customers want Blu-ray discs. The offering is a direct attack on Netflix Inc. and is priced even lower than the $10-a-month DVD and streaming plan that Netflix abandoned a year ago. The lowest price plan from Netflix that combines DVDs-by-mail and streaming is now $16 a month.’”

The U.S. government has unveiled its new plan for laser fusion, and it’s not going to happen anytime soon. It all comes down to problems at the National Ignition Facility (NIF), the world’s most powerful laser at Lawrence Livermore Lab in California. For the past six years researchers at NIF have been trying to use the laser to spark a fusion reaction in a tiny pellet of hydrogen fuel. Like all fusion, it’s tougher than it looks, and their campaign came up short. That left Congress a little bit miffed, so they asked for a new plan. The new plan calls for a more methodical study of fusion, along with a broader approach to achieving it with the NIF. In three years or so, they should know whether the NIF will ever work.”

Broad writes that a plan now before Congress would create a national park to protect the aging remnants of the atomic bomb project from World War II, including hundreds of buildings and artifacts scattered across New Mexico, Washington and Tennessee — among them the rustic Los Alamos home of Dr. Oppenheimer and his wife, Kitty, and a large Quonset hut, also in New Mexico, where scientists assembled components for the plutonium bomb dropped on Japan. ‘It’s a way to help educate the next generation,’ says Cynthia C. Kelly, president of the Atomic Heritage Foundation, a private group in Washington that helped develop the preservation plan. ‘This is a major chapter of American and world history. We should preserve what’s left.’ Critics have faulted the plan as celebrating a weapon of mass destruction, and have argued that the government should avoid that kind of advocacy. ‘At a time when we should be organizing the world toward abolishing nuclear weapons before they abolish us, we are instead indulging in admiration at our cleverness as a species,’ says Rep. Dennis J. Kucinich. Historians and federal agencies reply that preservation does not imply moral endorsement, and that the remains of so monumental a project should be saved as a way to encourage comprehension and public discussion. A park would be a commemoration, not a celebration, says Heather McClenahan, director of the Los Alamos Historical Society pointing out there are national parks commemorating slavery, Civil War battles and American Indian massacres. ‘It’s a chance to say, “Why did we do this? What were the good things that happened? What were the bad? How do we learn lessons from the past? How do we not ever have to use an atomic bomb in warfare again?” ‘”

Under the action plan, the US Department of Homeland Security and Public Safety Canada will cooperate to protect vital cyber systems and respond to and recover from any cyber disruptions, by improving collaboration on managing cyber incidents between their respective cyber security operation centers, enhancing information sharing and engagement with the private sector and pursuing US-Canadian collaboration to promote cyber security awareness to the public.”

The World Wide Web Consortium has proposed “a new plan that would see the HTML 5 spec positioned as a Recommendation—which in W3C’s lingo represents a complete, finished standard—by the end of 2014. The group plans a follow-up, HTML 5.1, for the end of 2016.” Instead of working toward one-specification-to-rule-them-all in 2022, features that are stable and implemented in multiple browsers now will be finalized as HTML 5.0 by 2014 with unstable features moved into HTML 5.1 (developed in parallel). In 2014, the commonly implemented parts of HTML 5.1 will begin finalization for 2016, with the unstable parts moved into HTML 5.2 (wash, rinse, repeat). Additionally, things like Web Sockets are being moved into their own modular standards (sound familiar?) for “…the social benefits that accrue from such an approach. Splitting out separate specifications allows those technologies to be advanced by their respective communities of interest, allowing more productive development of approaches that may eventually be able reach broader consensus.”
