Court to FCC: You Have No Power to Enforce Net Neutrality

A federal appeals court suggests the Federal Communications Commission has no power to enforce net-neutrality rules by ordering Comcast to stop throttling BitTorrent traffic. FCC Chairman Julius Genachowski signals the agency is preparing for defeat.
